Problem Statement

At 2014 summer’s U.S–Africa Leaders Summit in Washington, DC, President Barack Obama pledged that “The United States will launch a new effort to bolster the West Africa region’s early warning and response network and increase their ability to share information about emerging crises.” This concept note is part of the broader Early Warning and Response Partnership (EWARP) fulfilling that pledge.

Describing the political outlook of the region as fragile with Member States grappling with insecurity, terrorist threats and tensions ahead of a demanding election cycle in 2015, the Commissioner said the Commission has consequently channelled more efforts to the strengthening of its peace and security architecture through a shift in focus from intervention to prevention, and enhancing instruments for anticipating and managing conflicts in a predictable, structured and effective manner.

After 10 years of providing early warning on potential crises, conflicts and human rights violations in the region, the ECOWAS Early Warning System intends to more efficiently anticipate and rapidly respond to regional threats in furtherance to ECOWAS Vision 2020, of an ECOWAS of People.

What we do

The 2-year project objective is to enhance capacities of ECOWAS Early Warning and Response Directorate (EWD) by implementing the following activities:

  • EWD additional  staffing – 1 GIS and mapping officer to enhance EWD GIS analysis capacities; 2 analysts to cater the three official languages of ECOWAS (English, French and Portuguese); 1 Portuguese-speaking analyst to complement the existing francophone and Anglophone Analysts; 2 situation room assistants to better cover the data collection work and manage the network of the 77 field monitors work. In addition, ECOWAS Liaison Officers from Member States (15) would be employed.
  • EWD staff training and capacity building in the field of financial controls and oversight.
  • Monitoring and evaluation (regional and national) – development of a monitoring and evaluation framework to assess the effectiveness of the national, national-regional and regional mechanisms. 
  • Staffing at Member States (15) National Early Warning and Response Centers (when established) – potentially in year 2.

The proposed activities would contribute to stabilization of the delicate political, security and socio-economic landscape of ECOWAS region.
